यह गर्व की बात है कि इस बार के ' विश्व पर्यावरण दिवस 2018 ' की भारत मेजबानी कर रहा है । लेकिन विडंबना देखिये संयुक्त राष्ट्र द्वारा वैश्विक जागृति हेतु विश्व पर्यावरण दिवस की घोषणा के 36 वर्ष बीत जाने के बावजूद न तो भारत के स्तर पर पर्यावरण की सेहत में कोई उल्लेखनीय सुधार हुआ है और न ही वैश्विक स्तर पर। मई 2015 में जारी इंडिया स्पेंड रिपोर्ट की मानें तो भारत जहां कार्बन उत्सर्जन में 20वां स्थान रखता है तो वहीं ब्रिटेन,कनाडा , जर्मन और अमेरिका भारत की तुलना में 5 से 12 गुना ज्यादा प्रदूषण फैलाते हैं ।
वैश्विक आबोहवा को खराब करने में भले ही प्राकृतिक कारणों की अपनी भूमिका हो लेकिन मानवीय कारकों मसलन प्रदूषण, निर्वनीकरण , ग्लोबल वार्मिंग इत्यादि को कम जिम्मेदार नहीं ठहराया जा सकता । ऐसे में आवश्यक है कि मानवीय कारकों को न्यूनतम किया जाये । इसके लिए तीन स़्तरों पर गंभीरता से प्रयास किये जाने की आवश्यकता है ।
तीन स्तरों पर हो प्रयास :-
पहला, सामाजिक स्तर पर । प्रत्येक व्यक्ति को यह ईमानदारी से आत्मसात करने की आवश्यकता है कि नियम- कानूनों की अपनी एक सीमा होती है । इसलिए जरूरी है कि हम सब अपने निजी स्तर पर हरे भरे कार्यों जैसे रिसाइकिल , खाद्य अपशिष्ट से कंपोस्ट खाद बनाना , जल का समझदारी से उपयोग व संरक्षण , को बढ़ावा देकर अपने मौलिक कर्तव्य का पालन करें ।
दुसरा , मापक के स्तर पर । इसके लिए जीडीपी की तर्ज पर ग्रीन डोमेस्टिक प्रोडक्ट इंडेक्स विकसित किया जा सकता है ताकि हर 3 महीने में इसके आंकड़े जारी किये जा सकें । इसका फायदा यह होगा कि देश मात्र 5 जुन की बजाय हर 3 महीने में पर्यावरण की सेहत पर विचार कर सकेगा ।
तीन , नवीकरणीय संसाधन के बढ़ावे के अतिरिक्त आवश्यक है कि अंतर सरकारी पैनल ( IPCC ) के अध्यक्ष राजेंद्र पचौरी के उस कथन के प्रति भारत के साथ पूरी वैश्विक बिरादरी संवेदनशीलता दिखाये जिसमें उन्होंने कहा था कि ' कार्यवाही करने का यह अलार्म है । अगर दुनिया ने अब भी उत्सर्जन रोकने के लिए कुछ नहीं किया तो मामला हाथ से निकल जाएगा ।' अगर हम ऐसा कर सके तो निश्चित ही सतत विकास और स्वच्छ पर्यावरण के सपने को चरितार्थ कर सकेंगे

Regardless of the global climate, it may be its role of natural causes, but human factors like pollution, disinfection, global warming, etc. can not be held less responsible. It is thus necessary to minimize human factors. For this, there is a need to make serious efforts on three occasions.
First, at the social level. Every person needs to assimilate it honestly that the rules - laws have a limit to their own. It is therefore essential that we all follow our fundamental duty by promoting green manners such as recyclables, compost compost with food waste, intelligent use and conservation of water.
Second, at level level. For this, the Green Domestic Product Index can be developed on the lines of GDP so that its data can be released every 3 months. The advantage of this will be that the country will be able to consider the health of the environment every 3 months rather than just 5th June.
Three, in addition to the increase of renewable resources, it is necessary to show the entire global community sensitivity with India towards the statement of the Intergovernmental Panel (IPCC) President Rajendra Pachauri in which he said that 'This alarm of action is there. If the world still does nothing to stop emissions, then the matter will go out of hand. ' If we can do this, then surely it will be able to fulfill the dream of sustainable development and clean environment.
